What does a construction site actually need?

Why does Pittsburgh require a permit for site equipment in the street?
Because anything placed in the public right of way counts as an obstruction under City Code 416.01, and the city will not issue a permit if it blocks traffic flow or creates a hazard under 416.02(a). This applies to a dumpster parked in a lane and, in DOMI's own framing, to any object obstructing the sidewalk or street.
The permit that governs a demolition dumpster is the Construction Staging Permit, Demolition Dumpster work type, filed through OneStopPGH and issued by DOMI, the Department of Mobility and Infrastructure, not by PLI. It runs up to 42 days, and DOMI's guidance says to place the dumpster in a parking lane whenever possible. Once it's on site, the approved permit has to be zip-tied or taped to the dumpster facing the sidewalk, legible from the street. Fees include a 135 dollar base fee at application plus 60 dollars at issuance, a 40 dollar extension fee, and a 280 dollar major obstruction fee for permits running past 18 days. Portable toilets sitting on the sidewalk or in the street are also obstructions under 416.01, though no specific DOMI permit type is named for a standalone unit in the public record we checked. Demand for these services tracks the city's building activity. The federal ratio in 1926.51(c)(1) applies nationwide, including projects run under construction portable toilet rental near Texas or California job specs, but some states layer on their own rules. California's Cal/OSHA program enforces its own portable toilet requirements alongside the federal standard, so a crew moving between states should confirm both. Can I keep a dumpster on the street overnight?

Is a handwashing station required on every job site?
